Councilor’s report – Bea Holland
BH is the new liaison for Rockland and holds the planning portfolio.
CALUC has brought a welcome level of consistency across community and
neighbourhood associations
ACTION: Give BH a copy of RNA constitution, bylaws, and add her to the
e-mail distribution list.
Motion: To send a note of thanks from the RNA Board to Chris Coleman
for his excellent work on our behalf. (CS/DC)

The City approved in principle to amend greenways plan to include

Artist-in-residence in Fairfield is producing a book that will include

City Parks and Recreation invitation to participate in developing a
Parks Master Plan will be held on January 5, 2006 at SJ Willis School

CRD response on people scavenging refundables from blue box asked
neighbours to report violations to bylaw officers (call 474-3351 ext

Invitation to presentation by Jack Basey on Liability and Legal Issues
for Community Associations, Wed. January 18th, 7-8 PM, City Hall

Business arising from minutes
AGM will be held on Monday February 6th, 2006 at 7:30 at the Truth
Centre
Keynote Speaker: Government House Woodlands
New Director of City Planning Department, Deborah Day, and new Director
of the Art Gallery of Greater Victoria, will be invited.
Nominating Committee will be chaired by CS.
Committee Reports
Land Use -
The committee met on Oct. 26, 2005.
1501 Laurel Lane: upgrading to legalize Suites #8 and 9; Committee of
the Whole will consider on December 15th; LUC letter is part of the
information package.
1322 Rockland: LUC met with developer on Dec. 12th. The revised
proposal calls for 30 or 31 units.
ACTION: BA drafted a letter to Mayor and Council to inform them of
meeting on 1322 Rockland. Proposed amendment to the draft: Apartments
are not consistent with the RN plan; density bonus should not be
considered to be automatically approved.
Motion: To send the letter to Council, cc Planning Department, as

On November 22nd,the LUC met with Brian Sikstrom, Senior Planner.
Discussed 1322 Rockland and Montgomery Ave. renovation that required
neither variance nor rezoning approvals.
Proposal – develop a waiver form that developers must sign prior to any
discussion with the LUC or the Association.
Traffic and Safety
Workshops announced: Emergency Preparedness on Monday, Feb. 13th; Crime
Prevention through Environmental Design on Monday, Feb. 20th.
Both workshops will start at 7 pm at the Truth Centre, 1201 Fort Street.
Flyer advertising these events and the AGM was proposed to be delivered
to 3000 households.
Garden
Salvaged 1000 native bulbs (Camas and Chocolate Lily)
Need volunteers to help plant the bulbs.
Community Association Network
Seeking suggested topics for workshops: Planning 101; Crime Prevention;
Board Member Effectiveness.
Seek draft motion statements to submit to City Hall on Recreation
Renewal:
Balance the distribution of all-purpose community recreation centres
(e.g., meeting rooms, gymnasia) with the cost effective concentration
of specialized use facilities (e.g., ice surfaces, pools).

Victoria Urban Development Agreement (VUDA)
Nothing directly affecting Rockland.
Draft Strategic plan includes Vision, Principles, Priorities (First
Nations relationship development and Arts as an economic driver) ,
Outputs and Outcomes
A framework within which 3 levels of government and the private sector
can work together.
Newsletter –
No reply from the Fairfield Community Association re: request for a
more formal understanding of our relationship with respect to the
Newsletter.
New Business
- Decision to include Pemberton Trail in the Greenways Strategy appears
to have impacted Craigdarroch Castle Society’s application to acquire
City-owned right-of-way between the Castle and Craigdarroch Ave.
ACTION: CS will contact Bea Holland to clarify status and determine
options.
- GA will draft a letter to the City seeking to improve services for
“compostables” drop-off and/or pickup.
