Meeting of the Board of Directors

Summary of motions and actions:
Motion – To communicate the impending removal of 2 street trees to the immediate neighbours, and to the email list.
Action - pay invoice for Directors’ Liability Insurance and request reimbursement from the city.

3. Councillor’s Report
1. 2 weeks to Bridge borrowing referendum
No discussion within council concerning zoning issues or garden suites policy.
Future of rapid transit – BC transit may report to council on December
9th. Issue of technology and routing for downtown streetcar – Douglas
vs, Blanshard, routing into James Bay. Cost not yet discussed – 1/3
billion to 1 billion. Multi-governmental support could be supplemented
by diverse sources, for example - gas tax, parking taxes, benefitting
property taxes, etc.
Secondary suites is a given now – doesn’t require rezoning; rather, a technical consideration process.
Questions:
JS: GY’s role as liaison: GY reports. Does he represent RNA views to
council? ANS: letters from RNA carry much more weight than
GY’s retelling of our sentiments. GY’s main task is to provide
clarification, answer direct questions.
CS: deer discussion at UBCM – (and rabbits; first brown cottontail
sighted at Rockland and Royal) ANS: growing to be seen as a
regional issue, regional strategy and solutions.
4. Business Arising:
• Directors’ Liability Insurance. – It was thought
that Fairfield Community Association was coordinating the payment of
premium of each individual Association. Not the case, so we will
pay Boorman’s and apply to the City for reimbursement.
5. Communications Received
1. Resident wanted to send notification to email list
noting which candidates for council support active control of deer
populations.. – Not an appropriate use of the email service.
2. Notice from City regarding 2 boulevard trees in
decline for removal. ACTION: Notify adjacent homeowners on 1389 Manor
and 1580 Despard, and post a general notice to the email distribution
list.
3. Invitation from Abstract Developments to view new development at 1029 Joan Crescent.
6. Committee Reports
Land Use
New member – Lise Chartrand.
Committee Meeting last Wednesday. Garden Suites letter discussed.
Official Community Plan workshop follow-up, November 6th – no
confidence that input affected outcomes.
Discussed proposed changes to zoning bylaws
Communications
Newsletter is distributed. January 15th deadline for next newsletter.
1015 Moss redevelopment subject of article for next newsletter. Should
be eligible for various levels of heritage awards.
Website – (or through email) Propose a template for Board-approved
letter of concern for any particular issue, preloaded with addressees.
Invite the sender to add their own sentiments at the beginning of the
letter.
For example, “I am a resident of Rockland, I live at ___________ here
are the concerns that resonate with me”. (from a pick list). Land
Use Committee may prepare such a template regarding Garden Suites
Proposed Policy, for the Board’s consideration.
Garden
Garry Darrah – City Parks, thinks that a covenant on the Rockland
Garden is overkill. Pending is a park zone – that would require that
the city, should it wish to dispose of parkland, would trigger a public
consultation. Even that is a lot of work for the risk / benefit.
Membership –
Total of 146 members. New member 911 Linden. Not yet moved to the city.
Heritage – Invited to open house at 1770 Rockland – 2 of the 6 new
buildings have been sold, and main house also resold (?) Dewhurst
developments
7. New Business
Attended tree-banding workshop for control of winter moth, etc.
