Plan Victoria
Helmut Hissen update: candidate responses are coming in.
Fairfield all-candidates meeting was held on November 8, 2005.
Email alerting RNA list to the existence of Plan Victoria website.

Councilor’s report – Chris Coleman
Discussion with Herb Leroy on:
Lotbiniere ownership – possible Memorandum of Understanding between Government House and the City, with input from immediate neighbours, within 2 or 3 months
Buses – accommodate smaller ones on the property, and create a zone outside the main gate for larger busses, with a notice to shut down engines.
Final approval for Beacon Hill spray park
Despard/Gonzales intersection changes completed
Community Garden Policy – initial focus on Quadra-Hillside Warehouse School project.

Land Use -
There was a meeting on Oct. 26th
1501 Laurel Lane: upgrading to legalize Suites #8 and 9; council set date for public hearing
Response to CALUC re: Terms of Reference
LUC will meet informally with Brian Sikstrom on November 27th
Lower Terrace development – blasting for foundation. Despite RN Plan seeking to preserve rock outcrops, there is no basis for action.
Advisory Planning Commission “Report on the R-2 zone” guidelines from planning, with some example properties to represent the different zones.

Traffic and Safety
HP will revisit the overall traffic plan and report on the status of any remaining items; start building a wish list for new proposals.
Crime Prevention through Environmental Design workshop will be paired with an Emergency Preparedness event in February, one week and two weeks after the AGM.
Speed Reader Boards deployed on Rockland. ICBC-sponsored and staffed by Police auxiliaries.
What is the law with regards to pedestrian right of way, both within a crosswalk and outside of a crosswalk? ANSWER –Vehicles are supposed to stop if the pedestrian is poised to cross, even if no painted crosswalk.
What is the process for residents of lower Terrace Ave. to request “residents only” parking? ANSWER – application form needs signatures by 70% of block residents

Garden
Graffiti on back fence has been removed.
Interpretive signage – content decisions.

Community Association Network
Recreation Renewal discussed – information gathering phase.
Critiqued a letter from City that summarized input to date
Entrenched viewpoints preclude a strategic look at locations for infrastructure to deliver community services in the future.

Welcome Packages
No packages delivered.

CALUCC
Celebration event for job done to date will be held in 4 or 5 weeks.
New Director of Planning hired, but not yet announced

Victoria Urban Development Agreement – Design urban core for the Region.
Oct. 31st all day “action tables”
Based on visioning exercise last June.
Additional meetings in September with “doers”

Newsletter –
Fairfield Observer insert – no invoice yet for August newsletter
Format change – 2 pages for same price - $400
Suggest Fairfield and Rockland enter into a partnership with an institution that trains students in layout, production, etc.

Recommend that YH approach Blair Humphries (FCA) to work towards a formal agreement to clarify expectations with regards to the Newsletter.    Carried

AGM
February 7th or 8th at the Truth Centre
CS will determine the date and get a notice for the newsletter

New Business
LUCC proposes every council meeting have 5 minutes set aside for a brief presentation for a neighbourhood or community association (rotating)
