Summary of motions and actions:
Motion – That NC sign the T-2 and submit HST refund request on RNA letterhead
Motion – To alert the listserve to Shaw Cable’s rebroadcast of the proceedings of the town hall meeting regarding the Sewage treatment plant
Action – To propose to the City that sewer levies be based on water use during winter months (not including irrigation seasons)
Action – To send notification of public meeting regarding development at the corner of Richmond and Oak Bay through list serve and on the web page.
Action – To ensure next year’s application for the matching grant identifies meetings and gatherings as an intended use of the funds.

3.    Councillor’s Report

Ben – Open government – City and CRD - arising from Focus magazine request for information under FOI – there was an attempt to restrict FOI requests (section 43 requests). City staff withdrew the motion, preserving access to information. Work towards pro-active disclosure.

CRD passed a motion regarding proactive disclosure, following Vancouver’s lead.

OCP public hearing – first amendments to new OCP, of housekeeping nature.
Questions: - better define Development Permit requirements for areas including DPA 15D (Rockland duplexes).

Answer to last month’s question – New limit for number of floors for apartments along arterial (Fort and Oak Bay) are in effect now; does not have to wait for a local area plan.

CRD voted to retain political oversight of sewage RFP / RFQ (rather than the commission)
ACTION: Proposal – base sewage taxes on winter water use (As does Saanich), rather than counting summer irrigation rates, because irrigation water does not directly contribute to either sewage or storm water volumes. Particularly as agriculture is now recognized as an allowed home-based business in Rockland.

JS – report from Bob June: Reminder – wind-up celebration for the volunteers 2-4 on Sunday, October 14th.

590 volunteer hours, and $2500 in invoices to date.
Has City Grant holdback of $100 been applied for yet?

5.    Committee Reports

Finance
(CS) For accounting purposes, track the funds that originate from the City separately from income from memberships, etc.
ACTION: review the terms of the matching grant to ensure the language around allowable use – celebrations and gatherings is incorporated into next year’s base funding grant application.

(NC) Applied for GST/HST rebates for 2011.(T-2 short form) Required preparation of balance sheets – (Assets / Liabilities / Income / Expenses.
Will apply for similar rebates for the 4 years previous. Potential

Land Use
1656 Richardson Garden Suite hearing: Access will be from Richardson, not from the laneway.

Condo development on corner of Oak Bay Avenue and Richmond. Public Meeting Wednesday, November 7th  at Garry Oak room in Fairfield Community Centre.
ACTION – send notification through list serve and on the web page.

             Police Board CS attended yesterday’s meeting.

        Membership and Welcome -  3 new welcome packages delivered.

Traffic  -
•    New committee members Brenda Cannitz, Jennifer Palmer and Eileen Nurmi, on Warren Gardens –– City has monitored speeds, but has not analysed the data.
•    Meeting booked at St. Mattias Church, tentatively for Thurs, Nov 8th from 7 to 9PM ($37 for 2 hours)

6.    New Business
Possible presentation from Jamie Graham at Board meeting November 14th.

Rockland Identity (NC)
Quadra and other villages have Hydro and telephone boxes – do we have any in Rockland? Could we help design the graffiti-resistant covering with graphics that promote the neighbourhood in some way?
(DC) Consider other entry points to Rockland as candidates for Monuments, similar to the Millennium project at the corner of Gillespie and Rockland.

Sewage Report (NC)
Town Hall meeting regarding Sewage Treatment Plant was held October 3rd and the proceedings will be televised on Shaw Cable on the following days:
