Location of November Board meeting: Helmut Hissen will host
Formulate questions for civic Mayoral candidates
Social – GA consulted Craigdarroch Castle representatives about
November social. It could be more appealing by deferring until December
when the Castle will be seasonally decorated. It was decided to defer
event due to:
No volunteer to coordinate
Catering costs too high
Attendance too low
Suggest we re-evaluate next year and consider a different format to
achieve our objectives (i.e. increase membership) at a reasonable cost.
Committee Reports
Land Use -
Next meeting Oct. 26th
Terrace Avenue: 2 houses to be constructed
1501 Laurel Lane: rezoning to increase from 7 units to 9, legalizing
suites
Traffic and Safety
Block Watch meeting: held October 4th at the Truth Centre. Attended by
50 or 60 people. Discussion: 150 posters required for adequate posting
to corner and mid-block poles. Two evenings to put up, one evening to
take down. Mail out of flyers may have increased attendance.
Crime Prevention through Environmental Design (CPTED) workshop may be
paired with an Emergency Preparedness event one week apart so both can
be advertised with a single mailing. Target February after the AGM.
Some complaints received about speeding on Rockland and on Moss. HP
will follow up with another request to enforce speed limits.
What projects on the 1999 Neighbourhood Transportation Management Plan
are not on the City’s work plan for coming years? What is the process
to add additional projects? Is a full revision of the plan warranted?
HP will enquire.
What is the law regarding pedestrian right of way, both within a
crosswalk and outside of a crosswalk?
What is the status of the petition that Richardson residents sent to
the City requesting traffic calming and reduced speed limit on
Richardson Street (a designated a secondary collector)?
What is the process for residents of lower Terrace Ave. to request
“residents only” parking?
Graffiti
The City has stenciled the vine pattern on three poles at Rockland and
St. Charles as a pilot project in the Adopt-A-Pole program.
SBD volunteered to attend a proposed demonstration of the use of the
stencil.
Garden
Considering options for interpretive signage.
Reimbursement requested for minor expenditures.

Reviewing the Terms of Reference.
Welcome Packages

Community Association Land Use Committee (CALUC)
On September 22nd, the Committee of the Whole reviewed the new CALUC
Terms of Reference and Procedures for Processing Development
Applications and requested info on notification radius for “immediate
neighbours” for three options: 22 metres, 50 metres and 150 metres.
Official notification to RNA is forthcoming.
Purpose of CALUC achieved, but has been asked to advise on 5 new issues.
Victoria Urban Development Agreement (VUDA)
Neighbourhood reps invited to sit on Action Tables on October 31 to
recommend priorities for the VUDA.
SBD will be designated representative for RNA Board. HH and YH may also
attend.
Newsletter
YH will assume the editor role – thanks to HH for his productive energy
to date.
Nov 7th deadline for Winter edition. Suggested content: notice of AGM;
Information on Craigdarroch Castle’s recent property acquisitions and
plans; notice of the Walking Tour Brochure; Block Watch program;
approved CALUC procedure; VUDA; Ballet Victoria operating from Truth
Centre; Langham Court renovations; City of Victoria Youth Council.

Records: LF will check Society Act for length of time records must be
retained. Any records older than this will be turned over to RNA
archivist Bev Patterson for sorting and long term storage.

Residents of Camosack Manor have expressed concern that the Pemberton
Trail proposal posted on the RNA website proposes to cross their
residential property
Enquiry: Any restrictions on parking recreational vehicles on private
property? (none known)
