1.    Agenda

2.    Minutes of August 13th 2008
Deferred due to technical difficulties

3.    Councillor’s report
•    Question – given the recent propane explosion in Toronto, what bylaws (shut-offs, propane facilities, bylaws regulating proximity, etc. ) protect life and property in Victoria? What Regional coordination?  Bea Holland will take the question forward, although it is thought that there are no large facilities in Victoria.

4.    Business Arising
•    LUz density confusion - meeting with City went well. Audience for the concise letter is both staff and councillors.
ACTION - minor rewording and LJ will send it out for general approval.

5.    Committee Reports
•    Land Use (zoning) –
•    1048 Craigdarroch Nursing Home
•    Revised plan reviewed, some small differences discussed with the architect. (23 rooms total, now)
•    1542 Bywood construction- City will look into the situation.

o    Communications –
o    Newsletter – mid November target; articles by October 15th.
o    CAN - Planning 101 - JB will report out to anyone who's interested.
o    Garden - looking for native Rhododendron macrophyllum for area cleared of snowberry

•    Social
Motion (JS/DM) to set the budget for refreshments at $200 carried
o    NAs are lining up all-candidate meetings - looking for coordination.
o    Fairfield Nov. 7th Fernwood Oct 27 to 30th Election is November 15th.
Motion (DC/JS) That RNA aligns with Fairfield to participate due to proximity and alignment on issues.
ACTION - get back to Fernwood and offer to advertise their meeting to our e-mail list.
Discussion - suggestions - separate candidates for council and mayor to give some structure.
For moderator - Resource from conflict resolution centre

6.    Correspondence
•    Deer in Rockland – 4 separate emails
o    Any action possible to eliminate the problem?
o    Are sprays effective?
o    Concern. Don't belong in an urban centre. Reportedly 10 deer.
o    Government House volunteer concerned

Motion: (DC/BJ) that we respond to these recent letter writers to work together to find solutions that have worked in other urban areas and make recommendations back to the  board. Note that deer fall within the Wildlife Act, and are protected. Carried

7.    New Business
•    Government House
o    Neighbours getting increasingly agitated
o    RC suggests contact BC Wildlife for control measures
o    CG - Some neighbours consider it wildlife viewing
o    EMR reports that BC Conservation Officers have neutered and released a deer.
              ACTION - deer-proofing garden article for next newsletter
•    Delivery of Harm Reduction Services –
o    Community consultation, impacts on the wider community.
o    Seen to be important to have RNA representative to encourage clear exchange of information.
o    DM will serve as our representative
•    Urban Forest Strategy –
o    DC will serve as representative –
o    DM proposes to use money from RNA to develop local plan with professional input.
