The developer was not aware that meeting had to be held, before an application can be filed at City Hall.

o Mike Hannah sent information relating to the Shell Station
o Treasurer's report: General account balance = $11123.97
Motion to approve June, July minutes as amended. (JW/LJ) Carried
3. Committee Reports
• Land Use (zoning) –
• 1048 Craigdarroch Nursing Home
• Committee of the Whole rejected last year’s application
• Revised plan presented to the LU(z) committee
• Community meeting date not yet set.
• Clarify the boundary between Rockland Neighbourhood and Fairfield Community.
• 1994 incorrectly showed laneway east of Linden as the boundary.
• Actual boundary is down the center of Linden, from Richardson to Rockland Ave.
• Planning Department presentation to Committee of
the Whole on feedback resulting from the Neighbourhood Planning
discussion paper:
• There will be no Moratorium on permit applications while neighbourhood plans are updated.
• :Whenever an OCP amendment or rezoning is approved
by council the Neighbourhood Plan will also automatically be amended to
reflect these decisions.”
• JS sent letter with concerns over the short window
of opportunity to reply to the heritage modification permit for 834
Pemberton.
• Density Confusion:
• Jay Jennings is researching, adding to the DeVilliers' statement from 2 years back
• LUz has prepared a brief, requesting clarification
in writing. Brian Sikstrom on side with RNA interpretation. Seek
clarification in writing from Deb Day.
ACTION - book a meeting with Deb Day
Motion: (CG/JE) That the RNA Agree to finance a further legal opinion on this issue if necessary.
Discussion: Is a second opinion going to change the minds of
council? Carried
• Crystal Court - LUz drafted a letter re 17 storey
development to support the James Bay/Downtown Community Associations.
Letter urged CoW to reject the application – Three times higher than
currently permitted, skyline impacted, character eroded, highly visible
first impression for visitors.
o Traffic –
o accident at Shell Station - restraint stanchion replaced to the same design.
o Sent letter to Richard Adams regarding tour bus
parking - no reply, yet. Some 35-passenger busses circumvent no-tour
bus signs by using Royal Terrace, then East up Manor, and North on
Craigdarroch.–.
• Graffiti
o BC Hydro dropped off gallons of paint and brushes.
o Any opportunity to use Restorative Justice - Community Service as a way to address graffiti?
• Social
o CG Volunteers her home for October Meeting Potluck with Board meeting following.
Motion (JW/JM) to approve a budget to cater light refreshment. Carried
4. Business Arising
Motion (DC/JS) In light of the proposed all-candidates meeting on
November 12, that the November Board Meeting be rescheduled to November
13th Carried
Motion (JW/JE) - Business arising from the minutes should follow
the approval of the minutes. Carried
• Newsletter was posted to website, and notification to other NA/CA as they requested.
• JW did check the member payments 142 or 141 membership
5. Correspondence
• Keith Vass sought comments as follow up to letter re Police services
o JS will take over chair from DM, who will stay on as president.
6. New Business
• Deer in Government House
o Neighbours getting increasingly agitated
o RC suggests contact BC Wildlife for control measures
o CG - Some neighbours consider it wildlife viewing
o EMR reports that BC Conservation Officers have neutered and released a deer.
