Rockland Neighbourhood Association:  Minutes of the Board

August 12th, 2009

Summary of motions and action item:
    Motion: review financial commitments in December to see if the request for additional payment can be considered at that time.
    Motion: send a letter to the City relating the outcome of the public meeting regarding rezoning of 1085 Moss St.
    Motion: allocate $1500 to retain labour with appropriate Workplace BC and liability coverages at the lowest effective hourly wage to address graffiti.
    Motion:  to annually grant (in May) an honorarium of $30 for water supplied to the Woodland Garden

    Action:  respond to the complainant concerning aggressive dogs.

2.    Minutes of June 10th, 2009
Motion    (CS/LJ) to accept minutes as amended        Carried
Note that TW abstained on the motion to send the Mulroney letter to the City.

3.    Business arising from the Minutes

There was an additional request from Mulroney for an additional $500 for time spent in excess of the original agreement.  Current RNA finances preclude honoring this request.
Motion: (DC/TW)  That the RNA Board review financial commitments in December to see if the request can be considered at that time.        Carried

Peter Johnson, the City's Solicitor, responded to the Muroney letter:
    No rezoning is required to accommodate the VIHA proposal for 1322 Rockland.
    Engineering Department reported that the number of beds in 1985 was 28.
Discussion: Turn this over to the LU(z) to see if we should pursue the density issue. CS, JJ, RC and JS will meet in October to discuss changes to the bylaws, including polled and recorded votes, and collective decisions made by email and other forms of communication.

    Land Use (zoning)
Motion: (DC/BJ)  To send a letter to the City relating the outcome of the public meeting regarding rezoning of 1085 Moss St.        Carried
    1660 Richardson  - request to rezone from R1B to R2, to allow a side-by-side duplex with a staggered setback.
    1015 Moss – courtesy letter from owner Steve Chin to relate plans to redevelop fire-damaged building into 8 strata units (2 owner-occupied, and 6 others subject to a 10 year rental agreement.

    Membership
    Include a brochure on Friends of Government House in welcome packages.

    Graffiti
    LO and DH prop[ose a blitz on the neighbourhood – request $3000 for 200 hours hired labour @$15 per hour. - Is this an allowable use of City grant funds?
Motion (DC/TW) If it is approved by Gail Price-Douglas, allocate $1500 to retain labour with appropriate Workplace BC and liability coverages at the lowest effective hourly wage to address graffiti.
Discussion: Need adequate supervision; fair value for the expenditure.

    Safety – Emergency Preparedness
    Complaint – aggressive Corgis on Pemberton. TW researched the issue.
    discussion centered around the two different designations of dangerous dogs (community charter and municipal bylaws apply):
1) Dangerous to other dogs
2) Dangerous to humans
    Victoria Animal control specialists are writing a "white paper" on issues and will develop recommendations.
ACTION: respond to the complainant - "we looked into the issue and the animal control unit is currently reviewing legislative remedies for this type of case”.

    Garden
Motion (JS/DC) to annually grant (in May) an honourarium of $30 to the Priory in grateful consideration for water supplied to the Woodland Garden.        Carried
(based on an estimate of use)

    Social
    A smaller room (up to 15 persons) is available at Grace Lutheran Church for $50 per evening.

6.    New Business
    Walking Tour – estimate $300 to reprint brochures. Some edits required; John and Helen Edwards will work on revisions. Consider not including those buildings that are not visible from the street. Add anecdotal information. Subdivide into four sections.

    C.A.N. - there is a move to keep it alive – letters from other Neighbourhood and Community Associations. Recommendations for a revised Terms of Reference are due in September for consideration in October. The focus should be on discussion of issues that are common across association boundaries, and to promote 2-way discussion.
