Summary action items:
Motion – to forward the “density confusion” letter as drafted to the new council
Motion - 1001 Terrace Ave - contact the appropriate authorities to see why the NA was not notified as required by the CALUC process.
Motion – to strike a committee to develop a set of questions for candidates
Motion – contribute $250 to Fairfield Community Association to support their event.
Motion – investigate holding a mayoralty candidate forum specifically for Rockland
Action - CS will send out the notice of community meeting for Craigdarroch Nursing Home
Action – Clarify is the threshold of 2 units is correct for B&B

Business Arising
 - JS replied to those who were concerned over deer,  and they will work together to suggest solutions.

Committee Reports
Land Use (zoning) –
letter on "density confusion"
Motion: (DC/LJ) to forward the letter as drafted to the new council
and the planning department, with a copy to Brian Sikstrom,, as he is named directly         Carried

Craigdarroch nursing home rezoning community meeting is October 28th, 7PM at the cottage.
ACTION - CS will send out the notice.

1001 Terrace Ave - rezoning - Previous unit owner developed the attic, creating a fourth floor. Rather than restore to previous state. Council is proposing that they rezone - requires an upgrade on fire systems, etc.
Will go directly to public meeting without NA comment
Motion: (DM/BJ) examine the application and contact the appropriate authorities to see why the NA was not notified as required by the CALUC process.            Carried

Newsletter – mid November target; articles by October 15th.

Welcome - 10 letters delivered, one new member

CAN – Meeting schedules for October 15th

Garden - looking for native Rhododendron macrophyllum for area cleared of snowberry. Request for covenant will be brought forward to the new city council.

Graffiti - pole gang assembled for this weekend.

Letters, email and phone calls

DM: documents from VIHA Victoria Needle Exchange Services - DM attended first meeting. 25 attended - 4 associations, 1 church, police. 
Amounted to a 3 hr lecture on harm reduction that wasn't needed by those attending. Next meeting there will be an opportunity to raise issues, and there will be a panel discussion.


Call from Rob Reid. Insufficient response from the board to have Rob meet with us, so DM met with him individually with a list of items.. He has some time in the 3rd week  to meet with the board, but the next board meeting (Nov. 13th) is too close to the election.

Parks department - David Speed - Parks General manager.
DM 2 years ago there was an inventory of trees but it is disorganized, in 3 hard copy lists.
DC was not able to attend the first Urban Forest strategy meeting.

New Business

May be an application for a B&B licence. on Despard Avenue. If there is an application for more than 2 units, please inform the neighbours as there are some concerns.

ACTION LUz – Clarify is the threshold of 2 units is correct, or is it 4 units?


FAIRFIELD Candidates forum Nov. 7th 7 pm at Garry Oak Room – suggest that the format be a table by table approach.  BJ made some suggestions to allow a brief statement from each.candidate

Discussion - any way for us to summarize our collective concerns in a way to encourage candidates to respond directly. As an association, or as C.A.N.?

The other best chance is the Fernwood event - more conventionally structured, on October 29th at Vic High.

Motion (GC/LJ) – to strike a committee to develop a set of questions for candidates, and suggest a process by which we can get those to them and post the results to the Website            Carried

ACTION - BJ, CG, JM and run the short list of questions past LUz

Motion (BJ/DC) contribute $250 to Fairfield Community Association to support their event.        Carried

Motion (BJ/DM) - investigate holding a mayoralty candidate forum specifically for Rockland, at a venue like the Truth Centre.    Carried
