Meeting of the Board of Directors

Guests: Councillor Ben Isitt (BI), Tamsin McIntosh, Barbara and Richard Davidson (Traffic Committee)

Action - BJ will extend a welcome to First Nations Chiefs or their representatives.

  1. Business arising from the minutes

Consult with City to get correct protocol for invitation to First Nations for Rockland 150 celebration.

 (Ron Sam, chief’s son, is point person (Chief is ill); Andy Thomas is chief of another family. BJ will extend a welcome.

 

John Edwards – seeking written confirmation on Davey Tree Service discount.  Details to follow.

 

Parking issue associated with development at Richmond @ Oak Bay Avenue.

 

President wrote generic  letter of introduction  to facilitate solicitation of donations for Rockland 150 celebration.

 

  1. Councillor’s Report (BI)

Last month hosted a meeting to improve land acquisition and sale policy. (Public disclosure, market evaluation, etc.)

BB attended.

 

Official Community Plan public hearing – Wednesday, June 27th. 

 

 

  1. Committee Reports

Traffic Committee report.

Bus traffic on St. Charles Street –Hop-on-hop-off bus use increasing.

Possible solutions:

·      Smaller vehicle,

·      Residential Parking only,

·      30 KM limit,

·      Promote Rockland Avenue as a walking destination (busses stay on Fort Street).

 

BI – suggested ACTION - work with the tour bus industry to develop a mutually acceptable route through Rockland.

 

(BI left the meeting)

 

TI: what is the volume of bus traffic? – ans: every 15 minutes at peak periods.

 

Motion: (BJ/DH) Write to the city requesting that speed limits be enforced.

Discussion: Current speed limit is being obeyed – motion is premature.

(JE support, all others vote against) motion defeated

 

Land Use

Land Use Committee included a presentation from Mark Hornell, Assistant Director, Community Planning Department City on OCP – some board members attended.

 

Development Permit Area – design guidelines for any multi-family dwellings – the Rockland protocol has been extended to apply to the whole municipality.

 

1015 Moss Street – Strata application – includes application for variance on parking requirements from 0.8 to 0.5 spaces per unit. Relevant Section 7.125 – parking in side or rear only.  Immediate neighbours will be informed after the file works through city departments.

Issue – potential 9th suite in basement. Parameter for number of suites based on original square footage. Basement added 1000 square feet of additional living space. Also applying for heritage designation.

 

 

150 Year celebration

Classic Car presentation will be on Manor Road.

 

                        Communications

Next newsletter deadline August 10th (in time for Rockland-wide garage sale on August 18th, and for the Rockland 150 celebration).

 

                        Social

No wine and cheese this year. Government House suggests a frequency every second year.

 

.                       Garden – spent $250 on plants for newly recovered area.

DC Rockland-wide garage sale – permission to use RNA logo on posters. Communications will include updates over the email list, and posters for notice boards and utility poles. We will compile a list of participating addresses but will not release the list until the day before the event
