Strategic
Planning
o
We will hold an extra
meeting of the Board to
review the 2004 strategic plan, both to familiarize new Board
members with the
content, and to generate a status report on progress in the past
decade. This
will give context so that we can better communicate with, and
engage the
membership in a renewal of a strategy to guide Board actions.
o
RM will look at options for
hosting the meeting.

Downtown Parking – raise
rates on downtown
streets, reduce rates in parkades to shift vehicles, achieve
better turnover on
street parking.

Pemberton Trail – BI
undertook a review of key
link properties within Rockland with proponent Ken Milbraith.

Land Use
o
1322 Rockland – Schedule G
zoning stands –
approved for a total of 32 rental units – combination of boarding,
rooming and
housekeeping. Land Use committee’s interpretation of Floor Space
Ratio (FSR)
indicates 15 units are appropriate.
o
1745 Rockland –
(access from 930 Richmond) 3 duplexes within a
strata-title.
Inconsistencies between various bylaws and regulations, but no
move to bring
them into line; rather, defer to direction from OCP.
o
1670 Richardson – Request
to convert Anglican
Rectory to a pre-school for up to 48 children. IM drafting a
letter to the
City.
o
1070 Joan Crescent – owned
by Craigdarroch
Castle, currently operating as rental suites.
§
Future plans to reconfigure
the building to act
as the entrance pavilion to the Castle, also house the gift shop
and
administration offices.
§
Current office space to
become maintenance and
restoration facility.
o
1082 Richmond at Oak Bay.
JS and BJ met with
developers and with Shelly Gudgeon and Ben Issit. Site is zoned
for 1:1 FSR;
developer asking for 2:1
Motion: Land Use Committee create a synopsis of the
issues, and
communicate through NEIGHBOURS email list and the webpage,
inviting those
concerned to contact their councilors, with a
copy to the Land Use Chair.

DISCUSSION –
Explore options for
on-line petitions. City is using spot rezoning to jump to OCP
vision without
initiating a Local Area Plan.

North Park Neighbourhood Association, opposed to the 250-units
proposed.

Chairs of each NA and CA
got together.

First issue is Traffic
calming
·
Anticipate 4 or 5 meetings
per year, broadening
the scope of issues addressed.

ideas, strategies; sponsor
workshops.

IM is our representative.
Traffic
·
Digital speed reader board
installed on Rockland
and on Richardson, but malfunctioned, so were removed.
Environment
·
New weed threat – Lesser
Celandine (a type of
buttercup). Boulevard on Rockland west of Moss has been treated
with “Roundup”,
and been re-sodded. Weed has spread for several blocks.
Woodland Garden
o Central
Middle
School students will
complete
signage for native plant species.
Membership and Welcome

committee visits this past month

SFU is contracted to
undertake cycling
consultation, next session is May 26th. (see Councillor’s Report)
