Summary of decisions and action items:
• SP -mark the street addresses of those who are
members.
• DC -ask Linda Foubister for opinion on access to
membership lists.
• DM - initiate the Base Funding Grant application
• DC -initiate Matching Grant application for
web-based atlas
• MH -invite Steve Gauley, Mark Hornell to May 9th
RNA board meeting.

Discussion – of those members present, SP, DM and JW can receive MSWord
documents as email attachments.
3. Councilor’s report –
• Earl Large has had informal discussions with
councilors. Councilors have stated that there is a formal process to be
followed, and that includes the LUC procedures, that will start with an
application to City Planning Department, that is copied to the
Neighbourhood Association.
4. Correspondence
• cc of letter to Earle Large from MH as immediate
neighbour
• 1048 Craigdarroch care home requesting parking
spaces development (shared with Grace Lutheran, common boundary,
entrance off Fort Street) and redevelopment of 3rd floor (add elevator
and a few rooms)
5. Telephone Calls, email.
• meeting with Deborah Day and Brian Sikstrom
regarding development of 1322 Rockland and basement definition. Lois
Johnson and DM will attend.
o Basement definition - trying to bring the R1A
definition into line with R1B definition. Basement included in Floor
Space Ratio calculations?
• Mitch Hammond met with new community planning
division Steve Gauley, Mark Hornell - their focus is on long term
planning. (development services is the other division)
ACTION Invite them to May 9th RNA board meeting -
• MH called Tim Van Alstine (James Bay Community
Association) - concerns about downtown boundaries - Could result in
development pressure on Superior, St. Ann's precinct.
6. Business arising from the minutes
• FH confirmed board's intention with regards to
liability insurance, and will work towards a presentation to May 10th
RNA board meeting\
• DM – membership drive
ACTION SP will mark the street addresses of those who are members, so
that canvassers do attempt to recruit existing members.
• Consider generating a list of former members who
are no longer paid up, to be targeted with a separate communication.
Discussion - does this violate the provisions of the Personal Privacy
Policy? - do we have a policy regarding access to the membership list
by Directors?
ACTION: DC ask Linda Foubister for her opinion.
7. New business
• Grant Applications due May 1st
ACTION – DM – Base Funding Application
ACTION – DC – Matching Grant Application for web-based atlas.
• 1322 Rockland -Earl Large initiated informal
dialogue with Neighbours, including MH. Similar density in proposed
development - 26 units. Blasting for underground parking is large
expense, and requires the density to cover those costs. Alternative is
lower density, without the blasting,
Discussion - consider Social, Environmental and Financial - triple
bottom line - for residential development.
8. Committee Reports
• Communications – possibly a small newsletter in one
month’s time.
• Treasurer – Donation to Craigdarroch Castle Society
was for $75; receipt for $50. Does difference represent corporate
membership fee?
• Land Use Zoning
Basement definition – Residential character threatened by large homes.
Hope to have R1-B definition applied to R1-A zone.
ACTION – MH will distribute draft letter for board’s consideration
