Action – Spring newsletter deadline is May 15th

Action – BJ send an email request to BI for a hard copy of the office consolidation.

Action – review the management information relating to each committee and propose edits.

  1. Councillor’s report

·      City budget finalized, taxes up 3.5% to 4 %

·      Cycling task force – focus on updating cycling master plan. Links to pedestrian and greenways plans

·      Variance for new structure moved to Pemberton – height is a few feet over what’s currently allowed.

·      Concrete dividers along Government House stretch of Richardson near Stannard to control rockfall

·      Default speed limit motion coming up at Vancouver Island Municipalities.

·      Questions JS – Potential parkland in Rockland where some properties may come up for development. –

o   The Dorothy Underwood property – Craigdarroch at Royal Terrace.

o   Despard through Montgomery for subdivision

o   Large property on Oak Shade Lane

o   Process – need a parks master plan before a parkland acquisition plan

·      (DC) Any details on proposed changes to Pioneer Square?

o   Transportation plan – Council agreed in principle to closure of Rockland Avenue between Quadra and Vancouver.

o   Quadra may morph to cycling and walking, away from arterial status.

Welcome new directors

·      Tamsin McIntosh (away tonight; may chair the Heritage Committee).

·      Robin Gubby (would like to chair the Safety Committee (includes Emergency Preparedness and Block Watch).

 

  1. Committee Assignments

Doreen Mueller pulled together “committee responsibilities” as part of the Management Information;

ACTION - each committee is to review the information relating to their committee and propose edits.

 

Communications

o   Chair –  Propose DC for short term; recruit new director from membership.

o   Newsletter – Helen Edwards

§  Propose May 15th as deadline for newsletter content.

§  Solicit community notices from Rockland Cultural organizations

o   Webmaster - Don Hamilton

§  Post code of ethics to the directors-only area.

o   Listserve - Catherine Spencer

§  Any committee that wants to recruit members should do so through a notice on the listserve.

 

Land Use

o   DH would like an updated copy of the “office consolidation” of the Zoning Regulation Bylaw.

o   ACTION – BJ send a request to BI for a hard copy of the office consolidation.

 

                       

Social

o   Bob June will chair, but wants assistance with the invite list and the tickets.

o   Friday July 5th at 5 PM, (reception line 30 minutes later) at Government house.

o   Cost sharing, or RNA pays.

 

Membership and Welcome

o   Dave Clark will chair and Eileen Nurmi will lead the Welcome Committee

o   122 members, no visits in the past month

o   Proposal to offer free membership to new residents as part of the welcoming package

§  Have to be sure not to compromise our base grant.

§  What do bylaws and constitution say?

§  Propose moving a budget that the membership committee could draw on to pay for introductory memberships. Would still require that the recipient of the welcome package have to complete the membership form to request membership and provide access to personal information permissions.

§  ACTION At next year’s AGM introduce a motion to offer a reduced rate for first-time members.

 

Garden

o   City dropping off compost and bark chips

o   Central Middle School students will assist in deployment.

 

Safety – (Emergency Preparedness / Block Watch)

o   Robin Gubby would like to develop a hand-out based on available materials
