·       Introductions

o   Dave McWalter was introduced as a new RNA director and Pamela Madoff was introduced as the liaison to Council for Rockland

 

·       Councillor’s Report

o   PM has met with the directors of Craigdarroch Castle and the Art Gallery to gain an understanding of their organizations

o   Royal Terrace lighting

§  Two residents have complained about the quality of the new lights at the south end of the street; warm sodium vapour lights changed to cooler and brighter LEDs.

§  SS indicated that the safety of the Royal/Rockland corner is improved with the new lighting and that the Royal/Craigdarroch corner (old lighting) is also unpleasantly bright

§  PM is working with staff to determine the optimum lighting for residential areas

§  Staff will report back to Council on their recommendations

o   PM and Ben Isitt will meet with representatives of Government House on March 24 to discuss the proposed path from Richardson to Government House

o   There is a proposal for an independent liquor store at 1609 Fort (across from the Rockland border)

§  Proponent is requesting a 20% increase in allowable floor space.

o   Revised schedule for Council

§  Planning and Land Use will be second and fourth Thursday mornings

§  Governance and Priorities will be the first and third Thursday mornings

o   Path from Warren Gardens to Richardson

§  Resident adjacent to the path is looking to improve the path (drainage etc.) and will be contacting RNA

§  This topic prompted further discussion about grade manipulation and its impact on residents

§  Per PM, this is still on Council’s radar but, to date, has not been addressed

o   Cyril Close (NC)

§  Residents would like an island of vegetation in the center of their cul-de-sac and have agreed to pay for its construction if cost is reasonable

§  The two estimates from the city have been high

§  PM will follow-up to understand how the quotes are generated

o   City Budget

§  PM urges residents to participate in the etownhall (March 23) to provide feedback on the draft strategic and financial plans

o   Reports

§  PM provided a number of reports (eg. grants by CRD arts committee) for informational purposes

§  SR offered to distribute reports in the future if PM could provide electronic copies

 

·       Business arising

o   Update on communication with Devon Property residents

§  Once a topic has been identified as being suitable for posting and the material prepared, it will be posted in Devon properties and could be included in the Devon newsletter

o   Update on letter to Council regarding rezoning from R1A to R1B

§  This was in reference to the proposed redevelopment of 1381 Craigdarroch

§  Since that redevelopment has been cancelled, a letter will not be sent to Council

§  However, the issue remains of what happens to grandfathered, but non-conforming to current R1A regulations, properties if the existing dwelling burns, is demolished etc.

o   Update on dog event

§  There will be a meeting with Just Loves Animals on March 30

§  MH, SR, JS, VD and NC will attend to develop a plan for this event

§  Action:  Group will report back at next RNA meeting

o   Update on letter to city detailing three neighbourhood priorities

§  Letter was written; however, VCAN is focusing on broader priorities

§  Per PM, active transportation and local area planning have been identified by Council as important

§  Action:  RNA  Environment and Traffic will discuss what RNA would like to see under active transportation as well as other priorities for Rockland (IM/NC/DC)

o   Amalgamation

§  Moved that RNA Board supports a serious and critical study of amalgamation and encourages the neighbourhood to participate in discussions (BJ/DC)

·       Carried

§  Ongoing discussion necessary to prepare RNA POV on topic

·       Action:  JS will prepare a POV for future discussion

§  PM will provide information on upcoming meetings on topic so residents can be informed

o   Deer Management

§  Action: Environment Committee will discuss this issue

o   Hedges and sidewalks

§  Compliance with bylaw is complaint driven

§  If complaints are made to the city, the issue is addressed

§  Action:  SR will develop a piece for the next RNA newsletter to inform the residents of the process

·       New Business

o   Awards

§  Discussion as to appropriate way to thank AGM speakers

§  Moved that Roger Stephen be given an honorarium (DC/BJ)

·       Carried

§  Roger Stephen will be given a $150.00 honorarium

§  Action:  Environment Committee will investigate additional use of LiDAR data

o   VCAN

§  Covered in previous discussions

o   Review of applications for RNA membership from non-Rockland residents

§  Moved that the Bekes (west side of Linden) be accepted as members of RNA (DC/BJ)

·       Carried

o   Other

§  Painting of utility poles

·       It was noted that poles on Pemberton require painting to cover graffiti

·       NC suggested engaging  two youths and tasking them with the responsibility of maintaining the Rockland poles at a cost of $5.00 per pole

·       Recommended that volunteers local to the issue be found to paint; paint and brushes supplied by BC Hydro on request

·       Action:  Prepare a recruitment appeal for gaps in coverage

§  Craigdarroch Castle is close to submitting their plan dot Public Land Use Committee

·       Meetings have been ongoing with neighbours

·       There will be a third public community meeting

§  Art Gallery

·       Additional traffic analysis has been completed and will be presented to the city

·       Not yet determined if upper deck will be open or closed

§  1521 and 1531 Elford

·       Although not within the Rockland boundary, the developer will be discussing this development with adjacent neighbourhood groups
