Meeting of Board of Directors

February 9th, 2005

Directors Present: Linda Foubister, Dave Clark, Doris Schuh, Catherine Spencer, Helmut Hissen, Giorgio Amarilli, Ethelyn McInnes-Rankin, Yule Heibel.

Regrets: Janet Simpson, Brian Allen, Susan Bartol-Drinker, Henry Phillips.

Meeting called to order at 19:38.

2.    Minutes of January 12, 2005:  Motion to accept (CS/GA)        Carried
HH corrected the information on the budget of the Victoria Police as a share of all municipalities as he had related during his description of his police car "ride-along".

3.    Councillor’s Report: Chris Coleman
•    Density Bonus Policy: Open House at 7:30 on March 2nd at City Hall.
•    Property Tax Hike - 3.9% for new staff: police, fire, planning.
•    Dogs in Parks - 5 parks to open by March 2005; Beacon Hill Heron Rookery area will be designated dog-free.
•    From AGM – Motor Coaches on Rockland: CC will work co-operatively with Tourism Victoria.
•    1711 Patley Place - Dumping damage on City-owned boulevard to be restored to native shrubs.
•    Tree Bylaw Revisions - To be presented at CALUC meeting of Feb 15th.
•    Cultural Capital of Canada  - Victoria was awarded up to $500,000 in matching funds for new cultural initiatives, such as a neighbourhood artist in residence.
•    Taxed boulevard maintenance - to be rationalized across city.
•    Crystal Meth forum – February 23 at 7:30 at Esquimalt Rec. Centre, 527 Fraser
•    Luminaria back on for 2005.
•    Despard/Gonzales re-configuration is scheduled for 2005.

4.    Correspondence:  
-    Irwin Cotler, Minister of Justice and Attorney General of Canada response to RNA letter regarding sentencing severity as property crime deterrent.
-    Minutes – Victoria City Council
-    The Cary Bulletin of the Friends of Government House Gardens Society: notices of upcoming events, including plant sale April 30th
-    Craigdarroch Castle - coming events
-    Hallmark Society Newsletter
-    Traffic Safety and Cycling Improvement Project: 1100 to 1500 Fort Street and 1100 – 1500 Yates Street: Open House on February 17, 4-7 pm, City Hall
-    Density Bonus Policy Open House at City Hall Wed March 2nd, 7:30

Land Use - Brian Allen will chair.
•    Committee members CS/GA/HH/YH/LF/SBD
•    Next meeting after 1322 Rockland public meeting on Feb 28th
Traffic and Safety - Henry Phillips will chair.
Garden - Janet Simpson will chair.
Environment & Graffiti -No chair yet.
C.A.N. - SBD will be Board representative.
Membership – Catherine Spencer will chair.
•    Paid membership 118 of 256 on mailing list
Newsletter -HH will chair.
•    Continue to use Fairfield Observer; extend the Board's thanks to Mike Hannah for the layout work he did on the tabloid news last year.
•    Deadline Feb 28th.
Walking Tour - LF will chair.
•    Distribution through Tourism Victoria requires annual membership fee of $224; not approved.
Land Use Coordinating Committee -HH will be Board representative
Community Association Land Use Committee -HH will be representative
•    Reviewed preliminary Draft of Planning Process; HH noted suggestions and edits.

6.  Public Meeting for 1322 Rockland development proposal:
•    Thursday, February 24th, at 7:30 at the Truth Centre.
•    Hand-deliver flyers for a few block radius; post on utility poles further away.
•    Audio record the proceedings to back up secretary's notes.
•    Sign in; optional submission in writing to the Board
•    No motions or votes to be held.
•    LF will chair and introduce the facilitator.
•    CS identified greeter and sign-in roles and responsibilities.
•    EMR, SBD will sign-in participants.

7.    New Business:
Motion to elect signing officers - DS, CS, DC, LF. (GA/HH)     Carried
GA to host event Feb 17th @ 7pm to thank outgoing directors and officers.

8.    Date and time of next meeting
    March 9, 2005 at 7:30 p.m. in the Government House Volunteers’ Cottage.
