4.  New Business:
Susan Woods was unable to attend to speak about the newsletter of the Fairfield Community Association that she will be publishing as Moss Rocks Review six times a year starting in March 2006. A total of 10,000 copies will be available in Oak Bay, Fairfield, Cadboro Bay and Rockland.  Susan will be invited for February.

Other options to consider for the distribution of our news: using our website and/or list server. We should identify other options for our newsletter.

5.  Councillor’s report – Bea Holland – arrived 19:50
Council is working on the budget; it is a challenging time with capital projects; six new police officers will be added; planning department reorganized to two functions: policy development and front counter services;
Nuisance property bylaw was approved, providing authority to close down nuisance properties, require remediation and charge the owner;
Heritage and Enforcement have moved across Centennial Square.

Issues raised as continuing business for Councillor Holland as RNA liaison:
        Path beside Camosack Manor
        Motor coaches on Rockland Avenue
Slower speed limit on Richardson Avenue between Moss Street and Lotbiniere
Request for increased support for garden waste collection
Speeding on Rockland Avenue
Property Crime and Emergency Preparedness.

Back to New Business:
    Membership:
We will continue to deliver the Welcome Package – Add quarterly email to request that neighbours inform us of new resident addresses.
Continue focus on website, source of most of our new members 2005.
Increase membership. Present membership is 160.

6. Correspondence
Mail:
The City approved Tree Preservation Bylaw #05 – 106 on December 16, 2005;
Concern about proposed Pemberton Trail on residents of Camosack Manor

Telephone Calls:
Proposal for 1322 Rockland Avenue.
Commercial sign on corner of Rockland Ave. and Gonzales. BH will follow up.
Bernard Brown, communications consultant, about a Communication Plan for Craigdarroch Castle.

7. Business arising from minutes
AGM will be held on Monday February 6th, 2006 at 7:30 at the Truth Centre.
Keynote Speakers: Friends of Government House Garden Society – Woodlands.
Camas bulbs will be given to members by the Garden Committee.
End of year reports required from Committee Chairs.

8. Committee Reports
Land Use
1322 Rockland: Planning Dept. will review for Committee of the Whole, perhaps by the end of February.
Wording of R1A needs to be re-addressed to close the loophole of strata duplexes, connected to the R-2 (Duplex) Zoning Report.
  Motion: To send letter to City Hall, subject to editing (BA/YH)    Carried

Traffic and Safety
Workshops: Emergency Preparedness on Monday, Feb. 13th; Crime Prevention through Environmental Design on Monday, Feb. 20th.
Both workshops will start at 7 pm at the Truth Centre, 1201 Fort Street.
Stop Sign requested at west end of Wilspencer Ave. (appears it is now in place).

Garden
Planted 500 native bulbs (Camas and Chocolate Lily).
Eleven Goats’ Beard plants bought for back area.

Community Association Network
Invitation to presentation by Jack Basey on Liability and Legal Issues for Community Associations, Wednesday January 18th 7-8 PM, City Hall antechamber. Seven directors will attend.

Welcome Packets
Packets delivered to 1347 Craigdarroch Road, 1587 Rockland Avenue and 952 Richmond Road.

Community Association Land Use Coordinating Committee (CALUCC)
Will be wrapped up next week.
On going policy questions remain for another group.
LUCC meeting on January 12th at Fairfield Community Centre chaired by Doug Rhodes; all are invited.

Newsletter –
Fairfield Observer has been distributed – last issue.
