Summary of motions and actions:

 

Motion – DC prepare a draft for Presidents signature, regarding location of community mailboxes

Action –  Work on developing a tri-fold brochure on the RNA – JS, VD, EN

Action – NC renew our membership in the Art Gallery

Action –  various tasks associated with the AGM

·      ACTIONS Completed – AGM speaker (VD); Recruit nominating committee (JS)  

·      Brochure

o   Robin prepared information for promotion and recruitment – 10 ppt slides for the blockwatch meeting. Could be accessed from the web page.

o   Trifold brochure based on this information – 6 columns front and back, with greater concentration of text, less photos. – EN, VD, JS will move this forward.

o   Good points – public safety, views of website, direct links to letters, etc.

 

·       Recruit Association Member to assist with desktop publishing.

 

·       AGM Planning

o    Booklet completion, RSVPs (JS, RG, BJ)

o   Taking minutes (BJ) Help to identify speakers, movers and seconders from the floor.

o   Registration Table (JW)

o   Social – assist BJ with refreshments

o   A/V requirements (VD to talk to HN)

Communications

o   Winter Newsletter went out. – February 15th next deadline.

 

Land Use

o   1322 Rockland.

§  Legal action in progress. Owner challenging City’s requirement for rezoning to increase allowed number of units.

§  Occupancy level questions are tabled until legal action is resolved.

 

o   1082 Richmond - current proposal is 4 stories, 2:1 FSR, fewer units.

 

o   1745 Rockland  - panhandle lot with access off Richmond. Developers have been advised R1-A rules apply – also referred to R5-A St. Charles, as an example.

 

 

Traffic

·      NC organized and summarized recent communications with City Staff and identified some systematic issues. Responses were timely, but relevance of information was marginal. Evidence quoted that speed limits don’t address the safety issue identified. Secondary impacts on adjacent streets a likely result of any action on Warren Gardens.

·      Warren Gardens –Solutions suggested to date have not been supported by City staff. Suggest incorporating red colour into speed signs (as in Oak Bay).

 

Membership and Welcome

·      No welcome packages delivered in December

·      165 was total for 2013

 

 

  1. Communications received:

·      AGGV membership renewal

o   ACTION – renew (NC)

·      JS spoke with Richmond Avenue resident to explore parkland opportunities.

·      JS tracking down GST rebate

 

  1. New Business

·      Posting minutes to the web.

o   Current practice stems from balancing Personal Information protection with transparency and accountability. Directors’ liability insurance and requirement for a polled vote on all motions came into effect at the same time.

o   Discussed vulnerabilities associated with explicit minutes.

o   BJ did a quick scan: Fernwood, Jubilee,  others post minutes

o   Fairfield/Gonzales posts committee proceedings but not minutes.

·      RNA on facebook –ACTION DC approach HE to find out history

·      Vancouver Vanishes website.  – Any volunteers to implement? Is Hallmark Society an appropriate home for this initiative?

·      Community mailboxes

o   Is there an opportunity for the City to proactively determine appropriate locations for community mailboxes?

§  Given Canada Post’s decision to move all mail delivery to Community Post Boxes, and the City’s commitment to promoting walkability and positive social interaction, we encourage the City to be proactive in working with Canada Post to determine appropriate locations for these new service nodes.

·      The intersections of greenways should be given primary consideration as candidate locations.

·      Small Urban Villages and other locations along greenways should also be given priority.
